November 11 knows where Havoc is from some guy. He sends Havoc to the Japanese police for some experiment, as Havoc lost her powers. Firstly November 11 meets Misaki Kirihara who is the Section-Chief of the Foreign Affairs Section 4 and then they escort Havoc to the police headquarters together. However, on the way to the police headquarters, Hei appears suddenly and he takes away Havoc.
